{"id":3610,"date":"2015-01-08T21:09:04","date_gmt":"2015-01-08T20:09:04","guid":{"rendered":"http:\/\/dizajn-biro.com.hr\/urgenci\/?page_id=3610"},"modified":"2015-07-02T23:16:05","modified_gmt":"2015-07-02T21:16:05","slug":"kick-off-meeting-in-lyon","status":"publish","type":"page","link":"https:\/\/urgenci.net\/french\/actions\/logistics-of-short-supply-chains\/kick-off-meeting-in-lyon\/","title":{"rendered":"Rencontre de lancement \u00e0 Lyon"},"content":{"rendered":"<h1><strong>Building regional produce supply chains:\u00a0Logistics for short circuit agriculture<\/strong><\/h1>\n<p>Report about the Kick Off Meeting in Lyon from 10-13 October 2013 prepared by Philipp Weckenbrock (Die Agronauten, Freiburg\/Germany).<\/p>\n<div class=\"entry\">\n<div class=\"postbody entry clearfix\">\n<p>My impression of France being the European country which is most advanced in matters of\u00a0new forms of localised food production and short supply chain approaches was confirmed\u00a0during the Grundtvig meeting on regional logistics in Lyon. AMAPs being a well-established\u00a0concept with a seemingly good dynamic of new AMAPs being created all the time, other\u00a0ways of linking producers and consumers are now being developed. The idea is to make\u00a0regional products more accessible and attractive to persons who could not yet be reached by\u00a0AMAPs (the latter still seem to be the reference for short supply chain schemes).<\/p>\n<h2>AlterConso in Lyon<\/h2>\n<p>Our first field trip took us to\u00a0<strong><a href=\"http:\/\/www.alter-conso.org\/\">AlterConso<\/a><\/strong><strong>, a cooperative working in the field of regional\u00a0logistics<\/strong>. Compared to an AMAP, Alter Conso offers a wider range of products (including\u00a0dairy products, honey, eggs, \u2026) from approximately 50 producers and the convenience of\u00a0<strong>delivering these goods to 13 distribution points in Lyon<\/strong>.<\/p>\n<p>This scheme thus brings the local\u00a0produce closer to the consumers. Besides, the scheme offers clients more flexibility. For\u00a0instance, they can order a range of products on a one-off basis (convenient for products like\u00a0honey or vinegar). However, the longer-term commitment to producers (as known from\u00a0AMAPs) is maintained through six-month-orders of weekly baskets that the consumers\u00a0subscribe to.<\/p>\n<p>At first, I had the impression that the main differences between AlterConso and regular\u00a0logistics schemes were \u201cjust\u201d that AlterConso have direct connections to the producers, only\u00a0deal in regional produce, work with a slim infrastructure and offer reduced fees for low-income\u00a0customers.\u00a0<strong>Contributions by consumers for transport range from 0-20% of the price of the produce, 15% being needed by\u00a0Alter Conso to be economically viable<\/strong>. Additionally, producers pay a contribution of a further 15% for the\u00a0service of having their products picked up by Alter Conso at their farm and distributed in the city.<\/p>\n<p>What really changed this impression for me was learning about the way in\u00a0which Alter Conso facilitate direct contacts between producers and consumers: each producer working with Alter Conso has signed a contract to visit each of the 14\u00a0distribution centers at least once a year during one of the weekly food distribution hours.<\/p>\n<p>For\u00a0the producers, this means that they have to come to Lyon once in 3-4 weeks (compared to\u00a0twice-weekly or weekly commitments in most AMAP schemes). For the consumers at each\u00a0distribution point, the arrangement implies that they have the opportunity to meet each\u00a0producer once a year at their local distribution point. Every week, producer-consumer\u00a0contacts are made possible at each distribution point.<\/p>\n<p>This to me constitutes a p<strong>rofound\u00a0difference to conventional logistics schemes that are characterised by total disconnection\u00a0between the people who produce and the people who consum<\/strong>e.<\/p>\n<h2>De la Ferme au Quartier in Saint-Etienne<\/h2>\n<p>The next day\u2019s visit to the organisation<strong><a href=\"http:\/\/www.delafermeauquartier.org\/\">\u00a0\u2018de la ferme au quartier\u2019\u00a0<\/a><\/strong>in St. Etienne showed us a\u00a0variation of the scheme seen at Alter Conso\u2019s: the aim is to provide people in the city with\u00a0fresh, regional, organic food and facilitate direct contacts between producers and consumers.<\/p>\n<p>Smaller and younger, the organisation is less strict on farmers compared to Alter Conso:\u00a0organic production is not a fixed requirement but an aim. The idea is to assist farmers who are\u00a0currently not organic to take the step in switching to organic agriculture. Moreover, there are\u00a0no fines for farmers who don\u2019t come to the distribution points although this is part of the\u00a0scheme in order to allow producer-consumer contact. A further difference to Alter Conso,\u00a0who have the consumers themselves weigh the produce and assemble their basket, is that\u00a0<em>\u2018de\u00a0la ferme au quartier\u2019<\/em>\u00a0assemble the baskets at their facility. The consumers then just need to\u00a0pick these up at the distribution points.\u00a0<strong>These distribution points are based at locations as\u00a0diverse as a Muslim centre, family associations, churchly institutions and a railway station.\u00a0This offers the possibility of bringing the scheme right into society.<\/strong><\/p>\n<p>One of the surprises for me in St. Etienne was that\u00a0<em>\u2018de la ferme au quartier\u2019\u00a0<\/em>were able to\u00a0establish the infrastructure for their scheme (including a van, a cool chamber, boxes, \u2026) for\u00a0less than 30 000 Euro. This money came from a regional administration body. Before hearing\u00a0this, I thought that it had to be much more expensive to set up a regional logistics scheme.<\/p>\n<p>The\u00a0<strong>running costs (including rent for the building they use, fuel and wages for the two\u00a0employees) are covered by contributions from producer and consumers<\/strong>. The latters\u2019\u00a0contributions are linked to their income class and range from 0-20%2.<\/p>\n<h2>Conclusion<\/h2>\n<p>Both schemes, Alter Conso and \u2018D<em>e la ferme au quartier<\/em>\u2019 seemed to me to be good additions to\u00a0AMAPs opening up new markets for regional products and giving people in the cities access\u00a0to affordable, fresh regional products.
